why is that?
the card says:
Whenever Shisato, Whispering Hunter deals combat damage to a player, that player skips his or her next untap step
so lets say its turn one. The next untap step will happen in turn two. So even if many Shisatos deal damage to player on turn one, they all cause skipping untap step on turn 2 because that is the next untap step? and it wont afffect turn 3?
What happens is that once one of the abilities causes you to skip one step, the other will wait for the next instance of that step and make you skip that.

is it the same with a card such as Balduvian Rage? like if you cast it four times in the same turn, would you draw an extra card in the next 4 turns?
No, you'd just draw four cards at the beginning of the next upkeep.

why is it different?
Because they're completely different abilities. One is a triggered ability, one is a replacement effect. At the beginning of the next upkeep, all triggered abilities from the Balduvian Rages go on the stack at the same time, simple. The replacement effect is a bit more complicated. By the time the next untap step would start, you have two replacement effects telling you to skip it. As the affected player, you choose which order they apply in. Once you've applied one, the other no longer applies, sicne there's no longer an untap step to skip. Therefore, you still have one instance of the ability waiting to take place, which will happen the next time there's actually an untap step to skip.
