have you tried the advance search ? its pretty good for such searches. i'll show you what my search returned:

takes like 10 seconds once you got used to the advanced search, so its well worth getting to know it

i used the advanced search. i set cmc (converted mana cost) to 1 and clicked add. color to blue because i presumed you were not looking for Red Elemental Blast or Avoid Fate. i added counter + target (2 seperat "add steps") for rules text. lastly i added instant for type. that way i could exclude stuff that put counters on target whatever.

also a good tip for future uses if your searching for something with mana symbols in the text box you search for {B} for black, {U} for blue, {W} for white, {G} for green and {R} for red.
