You should use a Ditto because its the only Pokemon that can breed with male or female that i know of.

Tip:
if you breed your eevee while its holding a master ball when the eevee egg hatches it will be holding a master ball

SO BREED EEVEE I HAVE GOT EVERY FORM OF EEVEE FROM BREEDING WITH DITTO
