All you need to do in order to claim your Borg officer is open the in-game C-Store. To do this just click the triangle at the button right corner of your mini map, located on the top right of your screen. Click the options "Visit the C-Store" then click the "Special Unlocks" Tab. From the unlocks tab simply click the one you want and click the claim button. Once you have claimed your new bridge officer you should seem them in your assignments area.
