Protip: That's too many. 60 card decks are ideal. The average ratio of spells:lands is 36:24.
It depends on the deck, but unless you're playing something like elves, you probably need to adjust things to allow for more land.
Yeah, if you're not doing rush or some speed combo or superfast ramp, you should have 23-24 lands.
NO! less lands = more room for spells and creatures
By god, you're right! People should be playing much less lands! Maybe 45 spells and 15 lands would be better! No, wait, 50 and 10! Hell, why don't we eschew lands all together - 60 spells, no lands! NOTHING COULD POSSIBLY GO WRONG.

The 40% rule is a guideline that every single professional player in the world tends to follow.
I played since beta too but the game has changed ALOT since then. 20-20-20 is a great mix to lose by these days. Back then creatures sucked and 16-20 was all you could reasonably fit in and were decent. Spells were where the power was at, so 20-24 was great and made the deck keep humming along. And since most creatures were slower and spells faster, 20 land was doable, not to mention all the mox, lotus, mana crypt, mana vault, sol ring mana that got you up to where you needed to be.
Now however, decks are much faster, far more tuned and creatures are cheap and deadly. Spells are clunky and slower in may ways. a ultra fast creature deck like Blitz can get away with 20 lands but it only has about 3-6 spells. Control needs a land drop ever turn to get enough mana to use it's spells so it needs to run 24-25 lands.
but with 20/20/20 you can draw land/spell/creature/land/spell/creature so evetythign is balanced because too many lands is bad
You know what's even worse? Drawing not enough lands. And that's what tends to happen if you only have 20.
Look, 24 lands is a guideline that practically every professional player swears by. Some decks want more, some want less, but 24 is the baseline. A lot of experience has been put into that (not to mention math and statistics). Look at the decklists of any Top 8 in any sort of recent years, you'll see they tend to have around 24 lands, give or take one or two. I'm sorry, but that's a lot more convincing than "some guy you know who has a Black Lotus".
As for spells and creatures, that's just so wrong I don't even know where to begin breaking it apart. There is no real breakdown of creatures/spells - it all depends on what the deck wants to do. Some deck wants all of its nonland cards to be creatures. Others only want 1 - 4 creatures as finishers. Some decks use no creatures at all. With such a wide variety of uses, there is no way to breakdown how much creatures and noncreature spells you should have.
