Instants can only be cast when you have priority. No one has priority while something is in the middle of resolving.

Your question is vague. Do you mean damage that you've dealt to an opponent's planeswalker? If so, the answer is no. The rule that allows you to redirect noncombat damage from an opponent to one...

You can cast one in response to the Shaman or its ability, yes. But once your opponent has looked at your hand and chosen the card to cast, it's too late.

No. Evolving Wilds doesn't have a mana ability. It cannot tap for mana.
