Either one of these abilities for that cost would be incredibly powerful. Together, they seem really overpowered.

I honestly don't think there is a fair way to cost this. It's a neat idea, but an appropriate cost would be to high to be realistic.

you mean even a cost like 4WWWW would be too low for this?

Maybe not, but it's certainly not a realistic cost. Think about it - by the time you're paying that much on a creature, who really cares about spending half as much on your first spell?
