    Only if you are not targeting the creature...

    So cards like Urge to Feed... If one of the creatures you tapped was a vampire with shroud, then yes it would get a +1/+1 counter because Urge to Feed did not target the vampire with shroud. This is typically referred to as a sweeper affect, because it sweeps the board affecting multiple permanents, in the case creatures, with out actually targeting them. Just like Wrath of God and Day of Judgement.
