No. It can't trigger itself.
It can only trigger if it's on the battlefield when you cast a spell. Since it's obviously not on the battlefield when you cast it, it will never trigger off its own casting.

No you cannot respond to state-based actions.
You can't respond to it dying, but you can respond to the thing that would kill it. For example, if it's currently at 5/5 or less and it's targeted by a Dismember, you can cast an instant to trigger the ability. By the time Dismember resolves, it will be at least a 6/6.
Likewise, if it blocks or is blocked by something bigger than it, you can cast instant spells to trigger it and make it bigger before combat damage is dealt.
