For reference: Ral's first ability should say "up to one target instant or sorcery card". Otherwise, you can't activate it if there isn't an instant or sorcery already in your graveyard. Wizards avoids having positive loyalty abilities that you can't activate - you should always be able to add loyalty to your planeswalker, even if the ability does nothing. That's why every planeswalker has a positive loyalty ability that either says "up to X targets" (Tezzeret the Seeker, Ajani, Caller of the Pride), targets something that's practically always available (Liliana Vess, Garruk Wildspeaker, Ajani Vengeant), doesn't target anything at all (Elspeth Tirel, Jace Beleren), or has multiple ways of gaining loyalty (Elspeth, Knight-Errant).

In addition, Ral's third ability is wrongly worded. Where it says "this spell", it should say "that spell".

Finally, Rotten Beggar has problems - Wizards never combines +1/+1 counters and -1/-1 counters in the same block, let alone the same set or the same card (note how neither Shadowmoor nor Scars of Mirrodin used +1/+1 counters).

also the first ability of Ral's "Discard an instant or sorcery card" sounds more like a cost than an effect. Since your hand is in a hidden zone to the opponents, it is not possible to verify whether you have an instant or sorcery card in your hand.
