Damage from a creature with wither or infect is in the form of -1/-1 counters, which stick around until something takes them off (ie. Power Conduit).

so if wither damage is still damage how come its not removed by regenerate?

I think you're a bit confused on what exactly "wither damage" is. When damage is dealt to a creature, it usually results in that much damage being marked on the creature. If the source dealing damage has wither, however, then that doesn't happen. Instead, that many -1/-1 counters are put on the creature. -1/-1 counters themselves aren't damage - they're just the result of the damage.
