does Moonring Island consider itself for using its ability?

Moonring Island says that i can use the power only if i control 2 or more blue permanents

does it include the moonring itself or do i need 2 permanents more other then the moonring?

Considering Moonring Island isn't blue anyway, no, it doesn't count itself. If it does somehow become blue (Thoughtlace?), then it will count itself.

its a permanent and its blue so how come its not blue permanent?

It's a permanent, but it's not blue. It's colourless, just like any other land (that isn't Dryad Arbor).
