    If I cast a Rathi Dragon can I sacrifice the two mountains I used to cast it?

    Yeah. The Mountains you choose to sacrifice don't have to be untapped. If that were the case, the text would say so.

    also can I sacrifice a Blood Crypt and a smoldering spires instead of 2 mountains?

    You can sacrifice Blood Crypt, but not Smoldering Spires.

    Blood Crypt is a Mountain, whereas Smoldering Spires is not. You can sacrifice the Crypt, but you'll also need to sacrifice another Mountain.
    Fluttershy is best pony.
