HELP! what Status: International Dispatch mean Letter not received USPS track confirm

I sent an international letter by REGISTERED MAIL first class from San Francisco to Spain and that was over two weeks ago but status keeps being stuck as follows (When I check my letter status is usps website). Is my letter lost What can I do is there any point calling the post office?
