Help me figure out what this anime wand thingy is from...

I found this little wand in my closet the other day that I have owned for over 10 years, but have always wondered what character it is in the picture. I remember that when I was little I met some girl who had a necklace with that character, but I can't remember what she said the name was. I don't even know if it's a collectible, but I thought maybe people here would know. I tried looking around google, but couldn't find anything about it, so maybe it's rare. My curiosity is killing me and I have to know what anime or whatever this is from. =P
