where can you get engineering officer with reverse shield polarity 3?

Most of the level 3 officer abilities are trained through your skill progression. I took a look at the all of the class skills and found no mention of this ability. I'm thinking this ability might be trained to a rare bridge officer.

what does it mean exactly "rare bridger officer"? Are there different rarities for bridge officers? Are rare ones better? Where do you get the rare ones?

There are better bridge officers available to you in the game. They are rated by color not unlike items. If you look through the exchange (Auction house) and purchase officers where you will see common, uncommon, rare etc. You can also receive officers when you progress through the game and choose to assign them or train other officers. I've received a few blue or rare officers. Once you get an officer you want, with a said skill, you can use them or train another officer in that skill. Also you might want to check out the stats of your officers as they modify their performance.
