how do you turn a ship station from ensign to lieutenant?

You wont be able to take an ensign station and change it to a lieutenant station. If you want stations for higher ranked brider officers, you need to get a higher ranked ship. Each level of ship will raise the level of officer stations. For example take a heavy esscort ship and you will have one tac officer at LT CMD and 1 slot for a tac ensign and 1 slot for each LT Enign and science officer.

You can only assign an ensign in a ensign station and so on.
