Once you get sufficient rank, you can get them upstairs from the requisitions room (take the ramp up , then the turbo lift).
I'm assuming (correct me if I'm wrong guys) that you get a new option every 10 ranks (so every major rank increase). Lt-commander is the first one, and that comes after Lt rank 10. -Sky
