What's stronger, a male or a female eevee?
The answer is neither, the strength of a Pokemon isn't determined by its gender. All that does is influence SOME of the moves that can be used against it (like Cute Charm and Attract). Gender simply affects what sprite is displayed (if any different) and what it can evolve into (Eevee is NOT subject to this).
What actually affects the strength of any Pokemon, including Eevee, would be its Individual Values (commonly called IVs), and its nature. For example, an Adamant Flareon is going to be stronger than a Timid one while the Timid one will outspeed Adamant.
