Getting "Max" stats is a fairly tricky proposition in any of the Pokemon games. Still, you can maximize any given Pokemon by looking into their Individual Values (IVs), Nature and by Effort Value (EV) Training.
IVs are the raw stat numbers which rank from 0 to 31. These are randomly generated when catching wild Pokemon, but can be bred in a more controlled fashion (as 3 stats will pass from the parents to the offspring). These numbers create a decent amount of flux within any given species of Pokemon in terms of their strengths and weaknesses.
Nature adds in more flux to any given Pokemon by having it get a boost to one stat at the expense of another. When you are looking to make a particular kind of Pokemon for your team (sweeper, wall, support, etc.) the right nature should not be overlooked.
Effort Value training is wholly under the player's control. By having the Pokemon participate in battles against specific Pokemon, they gain EV Points. These points eventually lead to notable increases in stats. For example, a Pokemon who fights a lot of Geodudes and Hippopotas will gain a lot of Defense EVs and as a result, be more physically durable.
