yes because you cant breed with the baby form of the pokemon. you can breed with the last and 2nd stage of a pokemon, but not the baby form, the 1st stage.

I've bred eevee many times so I dont think its a baby pokemon

Eevee is NOT one of the baby Pokemon, they are:
Pichu, Cleffa, Igglybuff, Togepi, Elekid, Magby, Smoochum, Tyrogue, Wynaut, Azurill, Happiny, Mime Jr., Munchlax, Bonsly, Mantyke, Chingling, Budew, Riolu.
