Teleporting to cities in pokemon platinum?

A friend tole me one of his pokemon has a power that lets him instantly get teleported to any city he has been in, how do I get that power for my pokemon as well?

It's either Fly or u can use Abra's attack Teleport

The attack "Teleport" only teleports you to the last visited Pokemon Centre, and only if your on a Route or at stork mountain

basically, beat the gym leader, then step outside, dawn will say team galactic took her pokedex, help her get it back. So you go to the warehouse at the top of veilstone, and dawn will be there, beat the two galactic grunts, and youll go through an interactive cutscene with looker taking you into the building to investigate, and he will tell you to pick up an object so TG dont get it
