You will receive an Eevee from Bebe in Hearthome City.

You can also catch them in the Trophy Garden off Route 212 after getting the National Pokedex and talking to Mr. Backlot.

I recommend saving JUST before talking to Mr. Backlot as it's the only way to change the Pokemon there that day repeated without having it wait it out.
