There is no real "best" Eevee evolution. I assume Eevee as Umbreon is the Night-time happiness based evolution of it.
The most commonly used ones are Jolteon and Vaporeon, for attack and speed or toughness. Still, I have seen Eeveelution teams (a team made up of entirely Eevee evolutions) take down some very impressive teams. Go with whichever one appeals to you the most.
