That's right! This one is an interesting combination of Fire and Psychic!

This wi-fi event will give you the Liberty Pass which will enable you to find and capture this rare Pokemon Day One!

After doing more thorough research, I must correct this to state that this is a Nintendo Wi-Fi event. You need to use to a DS compatible Wireless connection to get this item!

To catch Victini, you need to reach Castelia City. Once there, head to the east-most pier, Liberty Pier. There is a boat on the left-hand side. Talk to the person near it to board it and be taken to the island where you will find Victini.

Once on Liberty Island, you will find that Team Plasma is here. They have been scaring children and apparently gone and taken over the one thing on this island, the old lighthouse. Head over to the right and down to face the first of their number. This Grunt has a Patrat lvl. 18. The next Grunt stands guard by the Plasma Ship. They will fight you with their Sandile lvl. 17 and Patrat lvl. 17. Before heading into the lighthouse, check out the Vending Machine to get some drinks for your Pokemon and the trash cans by it so you can find an Ultra Ball! Now, make for the lighthouse itself. There is another Grunt guarding the entrance with their Sandile lvl. 18. Now head into the Lighthouse.

Inside you will find a kind man willing to heal your Pokemon. Take it up if your team or fighter is feeling the few battles here. Run down the stairs to find the next Grunt. They fight with their Patrat lvl. 17 and Scraggy lvl. 17. Head into the room the Grunt was guarding to find Victini. The final Grunt has a Watchdog lvl. 20. It is a very annoying Pokemon in this case, not hard to beat, just annoying because of Sand-Attack, Hypnosis and Confuse Ray.

Once you beat them, you will have clear access to Victini. You can fight it any number of times, meaning if you make it faint, just leave the room and head back in.
