Unlocking the regis

if i have a wailord and relicanth in platinum version, can i unlock the regis the same way as in the other games?

While they are present, it takes a particular Regigigas to unlock them. Details can be found here:

i actually know someone who got the regis on their platinum game and went to snowpoint temple and got the lv1 regigigas

That is actually quite possible, especially once you can migrate Pokemon from other games onto Platinum. That's how I got my initial Regi's and Gigas in Pearl.
