    It can do both actually. Since it is a bulky water type, it can soak damage very well. It also can learn the move Haze, allowing it to remove all those pesky stat boost. It all honestly depends on what you want from the Vaporeon.
    Finally, a new generation of Pokemon for us to enjoy. There is much to look forward to in 2011!
