Well, Eevee itself has fairly poor stats, but look at its nature and use that to determine what would really fit for it in terms of evolution. Be sure to check out this article to get a good idea of what to aim for with regards to evolving the Eevee:

If pressed for Eevee itself, I'd suggest taking advantage of its best stat, Special Defense, then choose one or two other stats. Invest solidly in one and a little in the other.
