where can you name your pokemon on pokemon platinum

There are two instances where you get to name your Pokemon:
1) Right when you catch them/get them ... I know, it's rare I actually have the right name then
2) Visit the Name Rater in Eterna City. He is located in the Eterna City Apartments which are down and to the right from the Pokemon Center. He is on the left side of the ground floor.
