    no. what you need is a deck that can not only sometimes win vs. the other decks played but consistantly.

    hence you need the best cards in your deck and not only second best because your on a tight budget. here's an example:

    in standard vampires is a playable deck that will win tournaments. its mono black so you dont need fancy expensiv lands right ? sry wrong ...

    you need 4 vampire nocturnous because that is the most powerful way to play vampires. to make sure the nocturnous will show you a black card and not a land you want ways to shuffle your library. that why vampires is played with 8 fetchlands (the ones that will find a swamp). those lands alone rais the cost of the deck by a good 80 $. you can play the deck without them yes. but it wont be the best the deck could do and you need that to win a tournamtent.

    if you just want to compeat, gather expiriance, see how far you can go and have fun, then you can take any deck that is legal for play to a tournament. if you want to win you need to play the best possible.

    thats why tournament decks usualy (not always) cost 150$+ in standard and 400-500 $ + in legacy
