No, Windows Operating Systems Require BIOS to start the the Loading Process.
Because MACs do not use BIOS but something else I cannot remember the name to Initialize the hardware and begin the software loading process there is BootCamp.
However most modern Macs are build of PC components rather than proprietary hardware, there may be some patching and rebuilding of the Windows OS to accommodate the Mac Hardware.
This would be much like the "Hackintosh" OSX Mods but in reverse.
As an alternative you can look into Virtual Machine Software such as VM Ware. With this you can emulate the hardware needed to run Windows 7 within OSX, once it is configured you could full screen the Virtual Machine and it would be as if you had Windows 7 installed as the primary OS.
