Default Song of Serenity auras global enchantments magic rulings faq

The text on the card of Song of Serenity says:

Creatures with any enchantments on them cannot attack or block.

So it sounds like it refers to local enchantments (Auras) on the creature only but not global enchantments?

    However the oracle text says:

Creatures that are enchanted can't attack or block.

Is that the same thing? for example if I had a Gaea's Anthem in the battlefield, would all my creatures be considered "enchanted" and wouldnt be able to attack or block?

Nothing is considered enchanted by global enchantments. For a permenent (or player) to be considered enchanted requires that there be a local (aura) enchantment on it.
