    Can you use Blinding Mage tap ability on a creature with vigilence such as serra angle

    Yup. Vigilance only stops a creature from tapping to attack, it can still be tapped by other means (and it still needs to be untapped to be declared as an attacker).
    Fluttershy is best pony.
