ok so this might be asking a little much but can i get a Rules quote on that so i can print off and show the person that said b/c of "It" the Annihilated permanents never hit the GY..

Meaning the permanent must go to the graveyard first. or, you can check out these quotes from the Gatherer rulings:701.13a. To sacrifice a permanent, its controller moves it from the battlefield directly to its owner's graveyard.
It doesn't matter whose graveyard the permanent is put into, only that it was last controlled by, and sacrificed by, an opponent.

If the sacrificed permanent that caused the second ability to trigger somehow leaves the graveyard before the ability resolves (possibly because it was returned to the battlefield by the ability of another It That Betrays), the ability simply won't do anything when it resolves.

Also maybe another hint is that it says "Whenever an opponent sacrifices a nontoken permanent, put that card onto the battlefield under your control" and not "... put that permanent onto the battlefield under your control" since its been sacrificed and is in graveyard so its no longer a permanent

No, because Bloodchief Ascension only triggers when a card is put into the graveyard. Tokens never count as cards, no matter what you use to represent them, so they won't trigger Bloodchief Ascension.
