If you play a Temporal Extortion from Brilliant Ultimatum, does the "when you cast" effect of temporal extortion (allowing others to counter it by paying life) trigger?

Yes. The Ultimatum lets you play the Extortion w/o paying the mana cost, but you're still playing it.

Yeah, Temporal Extortion doesn't say "When you cast" it says "When you play".
