Yes. However, note that the creature in question won't be untapped for the second extra combat phase.

Here's how it works. You attack with one creature, both Finest Hours trigger and go on the stack. The first resolves, untapping the creature and giving you an extra combat step. Shortly after, the second resolves, untapping the creature again and granting you another extra combat step. And that's it.

Yep you just get three combat phases :P and the creature does get the 2 untaps... Each time the finest hour resolves it untaps the creature you attacked with and don't forget that your exhalted triggers stack as well, so the first combat phase you get +2/+2, the the second phase your creature gets another +2/+2 and then in the third phase your creature gets another +2/+2.

Technically it does untap twice, yes, but they're more or less straight one after the other. You don't get the chance to swing, untap, swing again, untap again, and swing again.
