    Default City of Soltitude & The Rack Magic Rulings

    If I have a City of Solitude in play as well as The Rack, will the Rack's ability activate on the opponent's turn?

    Yes. The Rack's ability is triggered, not activated, so it's unaffected by the City.
    Fluttershy is best pony.
