Blightning other player has only 1 card in hand does he lose

if i play a Blightning and other player has only 1 card left in his hand and now he has to discard 2 cards so he doesnt haev enough cards to discard does he lose the game?

No he dosn't lose you just don't get the full benefit of using Blightning on him, he discards the one card and that is it. You only lose the game if you are required to draw a card and can't because you don't have any or enough cards in your library to draw.
