    No, the stack is an entirely different zone.

    So,, a player cant target a spell that on the stack/diff.zone..? Eh..?

    They can target something on the stack with something that can target spells (Counterspell, Mindbreak Trap, Venser, Shaper Savant etc). But they can't target it with something that only targets, for example, creatures or enchantments, sicne they only exist in play.
    Fluttershy is best pony.
