No, you can't skip the combat phase. Even if you choose not to declare any attackers, you still go through the combat phase.

The upkeep was skipped, therefore there was no upkeep. No upkeep means no rebound trigger. No rebound trigger means it will trigger next upkeep. That's all there is to it.
