    Default Teferi's Veil phase out ball lightning magic rulings

    what happens when a ball lightning phases out (like with Teferi's Veil) do I still get to use it next turn?

    Yes. It's not there to be sacrificed at the end of the turn, so when it phases in next turn you can swing again.
