    I'm assuming you mean "Can I use a permanent's activated abilities if I played it this turn?". The answer is yes, unless these three things are true:
    1. It's a creature.
    2. It doesn't have haste.
    3. The ability's cost includes the tap or untap symbol.
    Fluttershy is best pony.
