Normally, yes. Say my 2/2 regenerator blocks your 2/2. During the combat damage step, they assign and deal 2 to each other. State-based actions check and kill them both, but mine regenerates.

However, say yours has first strike. It assigns and deals 2 to mine. SBAs try to kill it, but it regenerates. Because of this, it leaves combat, so it doesn't deal damage.
