Only by attacking it.
If you were to launch a Lightning Bolt at your opponent's face, there'd be two replacement effects trying to modify it (the damage prevention from Safe Passage and the planeswalker redirection rule). Since your opponent is the affected player, he chooses which one to apply first. He'll likely choose the prevention, reducing the damage to 0 nd thus there'd be nothing to redirect to the planeswalker.
So only by attacking will you hurt the walker.

Another option may be to use a Split Second spell in response ... but that would have to be before Safe Passage was activated.
Finally, a new generation of Pokemon for us to enjoy. There is much to look forward to in 2011!
Uh..."in response" means "after it's been played, before it resolves". You could always play your Bolt or whatnot in response to the Passage, yes. It doesn't have to be split second (matter of fact, split second would only help if you suspect your opponent has Passage and you have no way of responding to it - and considering the only split second burn spell is instant speed and thus can be played in response to Passage anyway, that seems kinda redundant).
