Don't understand second wind strange wording

I dont understand how second wind works it doesnt make sense that I have to tap a creature to tap it or untap it

You don't have to tap the c reature. You have to tap Second Wind itself.

Does it have summoning sickness? Can I tap it first turn its played?

I refer you to my mantra that all permanents have summoning sickness, but only creatures are affected by it. So you can activate Second Wind the same tun you played it.

why would non creature permanents have summoning sickness at all in the 1st place if they are not affected by it?

Think of it this way.

You play a land. In the same turn, it becomes a creature. It can't attack, because it has summoning sickness. Does that mean that turning it into a creature somehow made it gain summoning sickness? No, because if you had turned it into a creature any other turn it wouldn't have it. So the land must have already had it in the first place.
