If by rules you mean what comes in them then it's:
- 1 land, 1 tip/token (not counted in the 6), 1 uncommon, 2 commons, and 2 others (I don't remember if it counts the land or not... if it doesn't then it's actually 3 commons.)
- The 2 other cards can be any combination of a rare/mytic, commons, or uncommons.
- Each pack will only contain one rare or mythic but may not contain one at all.
Therefore it is possible for your 2 "other" cards to both be commons. (So 1 land, 1 token/tip, one uncommon, and the rest commons.)
IMO, with the 6 card packs being almost $2, and the 15 card packs being about $4. It's more worth it to buy the regular 15 card boosters... Unless you only have a couple of bucks and it's not enough for a 15 card booster.
