    I'm not 100% sure of what you are asking.. But I think you mean, "Can a card with shroud be countered (by a spell such as Cancel)?"

    If that is what you are asking, then Yes.

    Shroud only works on permanents that are on the battlefield. If it's not on the battlefield, then shroud does nothing. Just like Flying, Trample, Haste, etc.
