No, you can't play activated abilities with the tap symbol in the cost until the creature has started your turn under your control.

If it's a non-creature artifact, then yes, you can use it as soon as it comes into play.

ALSO... if the card says "tap" instead of the tap symbol, then you can tap a creature with summoning sickness.
