Echo Cost & Restoration Angel

Ok, heres the scenario, on turn 4 you have 4 mana and you cast a creature that has an echo cost.

During the next upkeep can you cast Restoration Angel and exile that creature to bypass its Echo Cost? (At least until next turn)

Yes. When the creature returns, it's considered a brand new permanent. So when the time to pay the echo comes around, you can decline to pay and sacrifice the creature - but the creature is no longer there, so you don't sacrifice anything.
