Each player with the highest number loses that much life. If you are one of those players, put two +1/+1 counters on Menacing Ogre.

You can. But Menacing Ogre doesn't care what the lowest number is, it only cares what the highest is. And the chosen number is the highest.

Exactly. Cards don't care about things that have nothing to do with them.
